Germany EPR cost
There is no single government-set packaging EPR fee in Germany. Registration and data reporting in the LUCID Packaging Register are free. Costs mainly come from the required dual-system participation for relevant packaging and, where the legal conditions apply, the German EPR authorised representative and other compliance services.
Built for international manufacturers, brands and multi-market organisations
EPRORA combines Germany packaging EPR and authorised representation with multi-country compliance data, Product Master, Packaging Master, Digital Product Passports, serialisation, QR product identity, supported commerce integrations and production-system workflows. The goal is a governed enterprise process rather than isolated registrations, spreadsheets and email evidence.
Who this is for
Manufacturers and sellers who need a transparent breakdown of German packaging EPR costs before starting or expanding sales into Germany.
Practical route
- Check producer status and packaging types
- Determine packaging weights by material
- Identify scheme and representative requirements
- Review the applicable EPRORA services after the check
LUCID itself is free
The official register does not charge the producer for registration or data reporting. Paid third-party services should therefore be distinguished clearly from government registration fees.
The dual-system licence is market-priced
Packaging subject to system participation requires a contract with an approved dual system. The commercial fee varies by material, weight and operator and is not one fixed German EPR tariff.
Representation and operational compliance
Affected foreign producers also need a Germany-based authorised representative. EPRORA combines the mandate with LUCID status, packaging records, evidence and supported commerce data rather than treating the mandate as an isolated document.
Frequently asked questions
Is LUCID registration free?
Yes. The German Central Agency Packaging Register states that LUCID registration and its data reporting are free of charge.
How are German dual-system fees calculated?
They depend on packaging material, weight and the commercial terms of the chosen system operator. Germany does not impose one statutory per-kilogram EPR tariff.
Is the German authorised representative an additional cost?
Where representation is legally required it is a separate compliance service. EPRORA shows the relevant recurring service amounts for the specific case after the scope check.
