Indonesia's P.75/2019 roadmap and German VerpackDG are different obligations

Indonesia already has binding Permen LHK P.75/2019 for covered producers. Its 2020–2029 waste-reduction roadmap targets 30% reduction by 2029. On 6 October 2026, KLH/BPLH consulted on further draft regulation. A proposed revision is not the same as existing law. These Indonesian obligations do not replace Germany's LUCID registration and system duties.

Indonesia · producer waste-reduction roadmap

Covered sectors should assess packaging materials, primary/secondary/tertiary packaging layers, roadmap documents and reporting. EPRORA does not claim to submit Indonesian government reports without an authorised connection.

Germany · ZSVR, LUCID and packaging scheme

Assess producer-personal registration, system participation, quantities and German authorised representation based on the actual sales chain.

EPRORA · controlled cross-border evidence

Organise SKU, brand, materials, packaging weights, channels, mandate, deadlines and documents while keeping each country's legal obligations distinct.

From small independent sellers to enterprise exporters

Etsy, eBay and Amazon.de

Even small direct-to-consumer sales of packaged goods into Germany can trigger EPR duties.

Shopify, WooCommerce and Indonesian marketplaces

Shopee, Tokopedia and TikTok Shop data may be used with valid available APIs or structured exports. No unsupported direct connector promises.

Textiles, garments, footwear and leather

Prepare material, supplier, manufacturing-origin, batch and traceability evidence for EU buyers.

Electronics, batteries and industrial manufacturers

Product Master, Packaging Master, QR, serial numbers and production data may share supported workflows.

Five practical steps

1 · Free Selfcheck

Choose your sales model, packaging and product-passport count. Zero DPP units is a valid choice.

2 · Review prices before ordering

See active annual plans, one-time representative setup and separate third-party scheme charges. Official LUCID registration is free.

3 · Retain existing LUCID records

Avoid duplicates. Personal LUCID registration steps remain with the producer.

4 · Sign a valid appointment

Once a mandate and contract are valid, EPRORA can perform legally transferable EPR tasks.

5 · Keep evidence available in Office

Maintain packaging, channel and product documentation for structured reporting and review.

Transparent EPRORA pricing before subscription

Annual plan names and prices come from the active EPRORA pricing configuration. Contracts and invoices use CHF; IDR equivalents require a current exchange rate.

Mandate Setup

One-time German authorised-representative mandate setup: CHF 29.

LUCID

Official LUCID producer registration: CHF 0.

Dual System

German packaging-scheme participation is a separate third-party fee based on packaging material, weight and provider.

Digital Product Passports are optional, with separately selected quantities and charges. Select zero if not required; no DPP add-on should be forced.

Commerce, ERP and factory data

EPRORA uses supported APIs, middleware or structured data imports. Automation depends on permissions and data quality; a native connector is never promised without verification.

Marketplaces

Amazon, Shopify, WooCommerce, eBay, Etsy, Shopee, Tokopedia and TikTok Shop may supply records through valid available integrations or exports.

ERP, PIM and MES

SAP, Dynamics, NetSuite, Odoo and production systems can provide data where suitable interfaces exist.

Product / Packaging Master

Connect SKU, supplier, material, packaging weight, batch, serial, QR and evidence.

DIGITAL PRODUCT PASSPORT · ESPR · EU BATTERIES REGULATION

Digital Product Passports: a second EPRORA acquisition channel

Beyond packaging: Indonesia's Ministry of Trade held a DPP preparation webinar for textile and apparel exporters in July 2026. Collect product origins, materials, supplier, factory, batch, serial and QR evidence early for reuse across export destinations.

EU Battery Passport · 18 February 2027

Applies to EV batteries, LMT batteries and industrial batteries above 2 kWh placed on the EU market or put into service. Not every battery component automatically needs its own passport.

Textiles, fashion, footwear and leather

Textile ESPR measures are planned for 2027, with binding application dates determined by adopted rules. There is no blanket February 2027 textile DPP requirement.

QR, serialization and Production Connector

Link product identities, batches and materials to ERP/MES where supported. Data preparation does not itself certify compliance.

Enterprise-grade, simple to start

Start with one shop, then expand to multiple brands, legal entities, factories, suppliers and EU markets with a consistent product data foundation.

COMPLIANCE RISK · VERPACKDG § 66

Breaches can lead to fines of up to €200,000 – and a distribution ban may also apply.

The ZSVR gives the following examples: up to €200,000 for breaches of system-participation duties, up to €100,000 for breaches of registration duties and up to €10,000 for breaches of data-reporting duties.

The actual fine depends on the type, severity and degree of fault. Multiple breaches may be sanctioned separately; disgorgement of economic benefits may also be possible.

EPRORA is more than an EPR representative

One platform for compliance, product data and production

Beyond German packaging EPR, EPRORA can connect product and production data with ongoing compliance. That turns a single regulatory obligation into a reusable digital operating layer for products and markets.

01

Packaging EPR & representation

LUCID, German authorised representative, system status, packaging quantities, reports, evidence and shop/marketplace data in one ongoing workflow.

02

Digital Product Passports (DPP)

Product, material and compliance data can be consolidated into digital product passports and made available as structured product information.

03

Serial numbers, QR codes & product identity

Individual products or production units can be uniquely identified by serial numbers and QR codes and linked to product, production, Digital Product Passport and compliance records.

04

Production integration

Production and enterprise systems can connect through the EPRORA Production Connector to product, serial-number, packaging and compliance workflows.

EPRORA can therefore connect the path from a manufactured unit through serial number, QR-based product identity and Digital Product Passport to packaging and market compliance in one system.

Legal obligations follow the actual producer

Missing LUCID registration, packaging-scheme participation or representation may trigger German enforcement. Determine liability from the real supply chain.

Frequently asked questions

Do all Indonesian exporters need LUCID?

Not automatically. Determine the German liable packaging producer and real supply chain, particularly direct delivery to German end users.

Is Indonesia's P.75/2019 regulation still in force?

Yes. Official records list it as effective. A consultation on 6 October 2026 concerned proposed changes, not proof the original rule was repealed.

What is the Indonesian 2029 producer waste target?

The 2020–2029 roadmap targets 30% reduction by 2029 for covered producers; duties depend on sector and material.

Is LUCID free and can an existing number be retained?

Official registration is free. Update existing records for the same legal entity rather than duplicate them; reserved steps are producer-personal.

Do Indonesian businesses need a German representative?

Qualifying foreign producers without a German branch selling directly to German end users need one since 12 August 2026.

Can Shopee, Tokopedia and TikTok Shop sync automatically?

Only where supported APIs and permissions exist; structured data imports may be used otherwise.

Are all textiles required to have a DPP in February 2027?

No. Textile product-specific measures follow their own timeline; only certain battery passports begin on 18 February 2027.

Can I choose zero DPP units?

Yes. Selfcheck supports zero and does not need to propose an unselected add-on.

Packaging representation for your EU sales markets

Use the self-check to record the EU countries you sell to. Then explicitly choose each supported country for which you wish to appoint EPRORA. Selecting a sales destination does not itself grant a mandate.

A separate mandate and annual subscription for each country

Each newly appointed country has its own applicable annual subscription and one-time mandate setup fee. Regular annual renewal does not repeat the setup fee. The self-check shows the country-by-country charges, first-year total and subsequent annual fees. Applicable VAT and third-party costs are itemised separately.

A country rules and monitoring package does not replace representation or the annual subscription for another country. Additional services are shown separately from the mandate.

Country-specific mandate documents

Each appointed country has its own mandate documents. Review the details, complete any blank fields and sign the relevant documents. Generating a document or making a payment alone does not activate the mandate.

A German LUCID registration or a German mandate does not replace a separate appointment for other sales markets. Existing registrations and packaging scheme agreements are taken into account when processing your appointment.
