Information for your market

Keep your Hungarian legal entity, MOHU/EPR processes, ERP, Amazon, Shopify, WooCommerce, eBay and existing sales channels. EPRORA adds the Germany layer: producer role, mandate, LUCID, system participation, packaging data, reporting and evidence in one EPRORA Office.

Since 12 August 2026 PPWR and German VerpackDG govern the framework. A foreign producer without a German establishment that directly supplies German end users must appoint a German-based EPR authorised representative; LUCID registration remains the producer’s personal duty.

Four questions determine whether a Hungarian organisation is ready for Germany.

1 · Who is the producer for Germany?

Not automatically the Hungarian manufacturer or exporter. The actual contractual and supply chain determines the PPWR producer role.

2 · Is Hungary MOHU/EPR handled?

Producer registration, KF codes, records, reporting and EPR fees remain Hungarian obligations but do not replace Germany.

3 · Is LUCID already in place?

Retain and update the existing record for the same legal entity. New official registration is free.

4 · Is a German EPR representative required?

Without a German establishment and with direct supply to end users, the representative has been mandatory since 12 August 2026.

Keep MOHU/EPR as the Hungary layer. Run Germany separately.

Hungarian extended producer responsibility is organised around MOHU, producer registration, national waste-authority registration where required, KF codes, recurring reporting and EPR fee payment. This national infrastructure does not replace Germany-specific LUCID, system participation, reporting or representation.

MOHU

The concession company with a central operational role in Hungary’s EPR scheme.

Producer registration

MOHU registration and, where required, national waste-authority registration form part of Hungary’s producer obligations.

KF codes & EPR fees

Circular-product identification, records, reporting and fee payment are Hungary-specific obligations.

Germany

LUCID, VerpackDG, system participation, reporting and German EPR representation where applicable.

Which Hungarian organisations should check German EPR?

Manufacturers & brand owners

Hungarian manufacturers and brand owners shipping packaged products to German customers.

Exporters & distributors

Hungarian trading companies with German buyers, intermediaries or direct sales.

Amazon / marketplaces

Marketplace evidence should match legal entity, LUCID, system and representative status.

DTC & webshops

Shopify, WooCommerce and own-store businesses shipping into Germany.

Enterprise groups

Multiple entities, brands, warehouses, SKUs and channels need central governance.

Private label & production

Product Master and Packaging Master can connect EPR with DPP, serialisation, QR and production.

Breaches can lead to fines of up to €200,000 – and a distribution ban may also apply.

The ZSVR gives the following examples: up to €200,000 for breaches of system-participation duties, up to €100,000 for breaches of registration duties and up to €10,000 for breaches of data-reporting duties.

The actual fine depends on the type, severity and degree of fault. Multiple breaches may be sanctioned separately; disgorgement of economic benefits may also be possible.

EPRORA is more than an EPR representative

One platform for compliance, product data and production

Beyond German packaging EPR, EPRORA can connect product and production data with ongoing compliance. That turns a single regulatory obligation into a reusable digital operating layer for products and markets.

01

Packaging EPR & representation

LUCID, German authorised representative, system status, packaging quantities, reports, evidence and shop/marketplace data in one ongoing workflow.

02

Digital Product Passports (DPP)

Product, material and compliance data can be consolidated into digital product passports and made available as structured product information.

03

Serial numbers, QR codes & product identity

Individual products or production units can be uniquely identified by serial numbers and QR codes and linked to product, production, Digital Product Passport and compliance records.

04

Production integration

Production and enterprise systems can connect through the EPRORA Production Connector to product, serial-number, packaging and compliance workflows.

EPRORA can therefore connect the path from a manufactured unit through serial number, QR-based product identity and Digital Product Passport to packaging and market compliance in one system.

Digital Product Passports: prepare for EU requirements and win export business

For manufacturers, brands and exporters: organise product, material, supplier and production data early. The EU is introducing Digital Product Passports by product category, not as a blanket rule for every product in 2027.

01

Battery passport from 18 February 2027

EU battery passports then apply to EV batteries, light-means-of-transport batteries and industrial batteries above 2 kWh. Capture model and item-level evidence at source.

02

Textiles: prepare your data now

Product-specific ESPR rules are planned for 2027; actual obligations and transitions depend on adopted measures. There is no universal textile DPP mandate from February 2027.

03

Further product categories

Iron and steel, aluminium, tyres, furniture and other groups are progressing on separate regulatory timetables. Only the applicable EU legal acts set binding requirements.

EPRORA connects product master data, material and supplier evidence, batches, serial numbers and QR identity, with optional production-system integration where interfaces permit. Make DPP preparation a reusable export-data workflow.

Specific integrations depend on interfaces and data quality. DPP readiness must not be confused with verified legal compliance.

Enterprise credibility with formal presentation and relationship-led trust.

Hungarian business introductions are often more formal, while personal relationships and in-person contact remain important foundations for commercial cooperation. The Hungary experience therefore leads with native-language substance, professional documentation, a clear German contracting entity, visible pricing and explicit responsibilities.

Hungarian from the first screen

Local decision-makers see MOHU, KF codes, EPR fees and LUCID in familiar terminology.

Personal trust + institutional substance

Enterprise through data

Product/Packaging Master, DPP, serialisation, QR and Production Connector share one architecture.

German breaches can lead to fines of up to €200,000 and distribution restrictions.

ZSVR cites up to €200,000 for certain system-participation breaches, up to €100,000 for registration breaches and up to €10,000 for certain data-reporting breaches. Actual sanctions depend on the violation.

Built for how Hungarian businesses search and ask AI.

In September 2026 Google held about 95.1% of Hungary’s search market and ChatGPT about 78.8% of the AI chatbot market. The Hungary rollout therefore prioritises Google and ChatGPT while structuring content for Gemini, Bing, Copilot, Perplexity and Claude.

Frequently asked questions

Does MOHU EPR compliance cover Germany?

No. Hungarian MOHU/EPR and German LUCID/VerpackDG obligations are separate legal layers.

Is LUCID registration free?

Yes. Official producer registration and ZSVR data reporting are free of charge.

Can an existing LUCID number stay in use?

Yes. For the same legal entity, the existing record is normally retained and updated.

Can EPRORA perform the producer’s LUCID registration?

No. Since 12 August 2026 LUCID registration remains the producer’s personal duty; EPRORA prepares the data and performs transferable EPR obligations after valid appointment.

Packaging representation for your EU sales markets

Use the self-check to record the EU countries you sell to. Then explicitly choose each supported country for which you wish to appoint EPRORA. Selecting a sales destination does not itself grant a mandate.

A separate mandate and annual subscription for each country

Each newly appointed country has its own applicable annual subscription and one-time mandate setup fee. Regular annual renewal does not repeat the setup fee. The self-check shows the country-by-country charges, first-year total and subsequent annual fees. Applicable VAT and third-party costs are itemised separately.

A country rules and monitoring package does not replace representation or the annual subscription for another country. Additional services are shown separately from the mandate.

Country-specific mandate documents

Each appointed country has its own mandate documents. Review the details, complete any blank fields and sign the relevant documents. Generating a document or making a payment alone does not activate the mandate.

A German LUCID registration or a German mandate does not replace a separate appointment for other sales markets. Existing registrations and packaging scheme agreements are taken into account when processing your appointment.
