German packaging law for Austrian businesses

PPWR and German packaging law require assessment of the actual German case. Austrian establishment, B2B sales or a German warehouse alone do not determine every duty. Distinguish packaging, supply chain and end users.

Several shops, German fulfilment or B2B distribution

Seller, storage, customers and packaging data are spread across systems and repeatedly reconciled. Separate legal entities and shipping routes, then link available shop data or structured imports to packaging profiles for the assessed German case.

What to prepare

Seller, fulfilment agreements, destinations, product identifiers, packaging and customer type: reseller, professional end user or consumer.

A verifiable outcome

A traceable quantity basis for each reporting period. B2B is not a blanket exemption and a German warehouse alone does not prove your own German establishment. API availability, permissions and complete data limit automation.

An ARA or Austrian packaging-system agreement already exists

You are compliant in Austria and need to know whether Germany is covered too. Check the countries and services actually covered. Separate German quantities and duties instead of purchasing everything again.

What to prepare

Contract, countries covered, system evidence, reporting year and quantities. Austrian providers may offer additional German services; the agreement decides.

A verifiable outcome

Existing coverage is recognised and missing German services are identified. No blanket assertion that every ARA agreement is unsuitable, and no unverified refund or savings promise.

Austria is in the EU: separate packaging EPR from GPSR

An Austrian manufacturer is already established in the EU. Selling to Germany alone does not automatically require an additional German GPSR representative. For imported goods, manufacturer, importer and any representative roles must be assessed separately. Product identification, safety information and required documentation still matter. A German packaging mandate does not replace product duties or separate electrical-equipment and battery registrations. Ordinary Union goods in free circulation do not become a third-country import merely by crossing from Austria to Germany. Tax advice, shipping and returns remain separate costs. EPRORA does not guarantee immediate marketplace reinstatement or complete product compliance through a packaging subscription.

MAIN-PLATFORM LOGIC · MORE THAN PACKAGING EPR

EPRORA Office, commerce data, Digital Product Passports, serial numbers, QR and production

The Austria route leads into the same EPRORA platform as the main page: mandate and LUCID status, recurring packaging data, supported commerce connectors, reporting dataset and optional DPP, serial numbers, QR-code product identity and Production Connector.

Frequently asked questions

Does my Austrian ARA or system agreement cover Germany?

An Austria-only agreement does not automatically fulfil German duties. The actual countries and services in the agreement matter. EPRORA starts with existing coverage rather than replacing it without checking.

Does an Austrian manufacturer need an additional German GPSR representative?

Not automatically just because it sells into Germany. An Austrian manufacturer is already established in the EU. For imported goods, the economic-operator roles require a separate assessment. German packaging representation and GPSR responsibility are different tasks.

Are B2B deliveries or goods in a German warehouse automatically exempt?

No. A reseller is different from a professional end user. Registration, system participation and other take-back duties require separate assessment. A fulfilment warehouse alone does not prove your own establishment.

Packaging representation for your EU sales markets

Use the self-check to record the EU countries you sell to. Then explicitly choose each supported country for which you wish to appoint EPRORA. Selecting a sales destination does not itself grant a mandate.

A separate mandate and annual subscription for each country

Each newly appointed country has its own applicable annual subscription and one-time mandate setup fee. Regular annual renewal does not repeat the setup fee. The self-check shows the country-by-country charges, first-year total and subsequent annual fees. Applicable VAT and third-party costs are itemised separately.

A country rules and monitoring package does not replace representation or the annual subscription for another country. Additional services are shown separately from the mandate.

Country-specific mandate documents

Each appointed country has its own mandate documents. Review the details, complete any blank fields and sign the relevant documents. Generating a document or making a payment alone does not activate the mandate.

A German LUCID registration or a German mandate does not replace a separate appointment for other sales markets. Existing registrations and packaging scheme agreements are taken into account when processing your appointment.

Battery, textile and furniture product passports

EPRORA connects packaging compliance, product passports and production data. Small online shops, manufacturers and enterprise groups can organise their data in one platform.
