Under current German guidance, businesses established abroad without a German establishment that directly supply empty packaging or packaged products to end users in Germany must appoint a representative when the statutory conditions are met.
Appointment is not just a website form
A written German-language mandate is required. The representative needs its own LUCID representative login/ID and the appointment becomes effective only after confirmation in LUCID.
What stays with the manufacturer
The initial LUCID registration remains a personal obligation of the manufacturer. The online platform therefore guides the seller through that external step instead of impersonating the manufacturer.

Can a UG act as representative?
The ZSVR framework allows a natural or legal person with establishment in Germany. A German UG (haftungsbeschränkt) is a legal person and can be structured for this role.
Can one representative serve many producers?
Yes. PPWR registration rules expressly contemplate representatives acting for more than one producer, with each represented producer identified separately.
