Germany packaging EPR for Hong Kong sellers

A Hong Kong company selling packaged goods directly to German end users can be subject to German packaging EPR as a non-EU seller. The practical route can include LUCID producer registration, system participation and packaging reporting, plus a German EPR authorised representative where required. EPRORA keeps the mandate, marketplace data and compliance evidence together.

Hong Kong companies, cross-border brands, Amazon and eBay sellers, Shopify merchants, sourcing businesses and exporters selling packaged products to Germany.

Breaches can lead to fines of up to €200,000 – and a distribution ban may also apply.

The ZSVR gives the following examples: up to €200,000 for breaches of system-participation duties, up to €100,000 for breaches of registration duties and up to €10,000 for breaches of data-reporting duties.

The actual fine depends on the type, severity and degree of fault. Multiple breaches may be sanctioned separately; disgorgement of economic benefits may also be possible.

EPRORA is more than an EPR representative

One platform for compliance, product data and production

Beyond German packaging EPR, EPRORA can connect product and production data with ongoing compliance. That turns a single regulatory obligation into a reusable digital operating layer for products and markets.

01

Packaging EPR & representation

LUCID, German authorised representative, system status, packaging quantities, reports, evidence and shop/marketplace data in one ongoing workflow.

02

Digital Product Passports (DPP)

Product, material and compliance data can be consolidated into digital product passports and made available as structured product information.

03

Serial numbers, QR codes & product identity

Individual products or production units can be uniquely identified by serial numbers and QR codes and linked to product, production, Digital Product Passport and compliance records.

04

Production integration

Production and enterprise systems can connect through the EPRORA Production Connector to product, serial-number, packaging and compliance workflows.

EPRORA can therefore connect the path from a manufactured unit through serial number, QR-based product identity and Digital Product Passport to packaging and market compliance in one system.

Digital Product Passports: prepare for EU requirements and win export business

For manufacturers, brands and exporters: organise product, material, supplier and production data early. The EU is introducing Digital Product Passports by product category, not as a blanket rule for every product in 2027.

01

Battery passport from 18 February 2027

EU battery passports then apply to EV batteries, light-means-of-transport batteries and industrial batteries above 2 kWh. Capture model and item-level evidence at source.

02

Textiles: prepare your data now

Product-specific ESPR rules are planned for 2027; actual obligations and transitions depend on adopted measures. There is no universal textile DPP mandate from February 2027.

03

Further product categories

Iron and steel, aluminium, tyres, furniture and other groups are progressing on separate regulatory timetables. Only the applicable EU legal acts set binding requirements.

EPRORA connects product master data, material and supplier evidence, batches, serial numbers and QR identity, with optional production-system integration where interfaces permit. Make DPP preparation a reusable export-data workflow.

Specific integrations depend on interfaces and data quality. DPP readiness must not be confused with verified legal compliance.

More than registration — an ongoing compliance process

EPRORA connects legal scoping, LUCID, representation, packaging data and sales channels in one workspace.

Germany EPR assessment for Hong Kong companies

A Hong Kong company should assess German producer registration and packaging duties based on the actual sales and fulfilment chain, not only on its marketplace or logistics setup.

LUCID and German authorised-representative workflow

The strongest compliance file links the legal producer, LUCID record, system participation, packaging quantities and the evidence requested by Amazon, eBay, Temu or other channels.

Amazon, eBay, Temu, TikTok Shop and Shopify data

A Hong Kong company selling packaged goods directly to German end users can be subject to German packaging EPR as a non-EU seller. The practical route can include LUCID producer registration, system participation and packaging reporting, plus a German EPR authorised representative where required. Not registered in LUCID yet?

Official producer registration in LUCID is free. Producer-only legal registration steps remain with the producer; EPRORA supports preparation and the transferable follow-on workflow.

Already registered in LUCID?

Existing registrations and producer records can be reused. You do not need to start over.

Selling into several EU countries?

A German representative appointment does not automatically replace national EPR duties in other countries. EPRORA keeps country statuses, deadlines, evidence and data separate inside one workspace.

Transparent compliance, not a black box

EPRORA separates official registrations, third-party system costs and its own services. A marketplace compliance badge does not replace the underlying legal obligations.

Answer the important questions first

You do not need to master all German packaging rules before you start. The key is to classify your actual sales structure correctly.

Does a Hong Kong company need German packaging EPR?

If the Hong Kong company is the producer under German packaging rules, German registration and other packaging EPR duties can apply even though the company has no German subsidiary.

Can an existing LUCID number be reused?

Yes. An existing producer registration normally remains the starting point; the next task is to verify the current status, system participation, reporting and representative setup.

Does eBay or Amazon registration replace German EPR?

No. Marketplace verification is not a substitute for the underlying German producer registration and other applicable legal duties.

Can one packaging representative cover all EU countries?

Not as one universal appointment. Packaging EPR representation and registration must be assessed country by country.

Built for shop and marketplace data

Packaging compliance does not end with a registration number. Ongoing sales, products, packaging quantities, reports and evidence all matter.

AmazonTemuShopifyeBayTikTok Shop

Automation depends on each platform’s APIs, account permissions and available data fields. Unsupported fields can be maintained through structured manual input.

Germany is a separate destination-market obligation

A Hong Kong company should assess German producer registration and packaging duties based on the actual sales and fulfilment chain, not only on its marketplace or logistics setup.

LUCID, packaging data and platform evidence must agree

The strongest compliance file links the legal producer, LUCID record, system participation, packaging quantities and the evidence requested by Amazon, eBay, Temu or other channels.

Packaging representation for your EU sales markets

Use the self-check to record the EU countries you sell to. Then explicitly choose each supported country for which you wish to appoint EPRORA. Selecting a sales destination does not itself grant a mandate.

A separate mandate and annual subscription for each country

Each newly appointed country has its own applicable annual subscription and one-time mandate setup fee. Regular annual renewal does not repeat the setup fee. The self-check shows the country-by-country charges, first-year total and subsequent annual fees. Applicable VAT and third-party costs are itemised separately.

A country rules and monitoring package does not replace representation or the annual subscription for another country. Additional services are shown separately from the mandate.

Country-specific mandate documents

Each appointed country has its own mandate documents. Review the details, complete any blank fields and sign the relevant documents. Generating a document or making a payment alone does not activate the mandate.

A German LUCID registration or a German mandate does not replace a separate appointment for other sales markets. Existing registrations and packaging scheme agreements are taken into account when processing your appointment.
