What the business should prepare for this topic

Thailand’s Pollution Control Department and FTI/TIPMSE have supported transition to packaging EPR. Policy development and pilot activity should not be presented as a universal binding packaging EPR registration duty currently in force.

Determine the liable German packaging producer

Identify the legal entity, direct sales to end users, any German intermediary and packaging type. Official LUCID producer registration is free and is personally completed by the producer. Update an existing record rather than duplicate it. Qualifying foreign direct sellers without a German branch have required a German authorised representative since 12 August 2026.

A workflow for small sellers and industrial groups

EPRORA displays active annual plans and mandate setup in CHF, separately from any German third-party packaging-scheme charge. Small stores can choose a suitable package; larger manufacturers can use Product Master, Packaging Master, supplier evidence and Production Connector according to supported interfaces.

EU Digital Product Passport regulatory timetable

The EU battery passport is required for EV, LMT and industrial batteries above 2 kWh from 18 February 2027. Textile and other DPP sectors follow their separate legislative schedules. Preparing QR, serial data and materials evidence alone does not certify statutory compliance.

COMPLIANCE RISK · VERPACKDG § 66

Breaches can lead to fines of up to €200,000 – and a distribution ban may also apply.

The ZSVR gives the following examples: up to €200,000 for breaches of system-participation duties, up to €100,000 for breaches of registration duties and up to €10,000 for breaches of data-reporting duties.

The actual fine depends on the type, severity and degree of fault. Multiple breaches may be sanctioned separately; disgorgement of economic benefits may also be possible.

EPRORA is more than an EPR representative

One platform for compliance, product data and production

Beyond German packaging EPR, EPRORA can connect product and production data with ongoing compliance. That turns a single regulatory obligation into a reusable digital operating layer for products and markets.

01

Packaging EPR & representation

LUCID, German authorised representative, system status, packaging quantities, reports, evidence and shop/marketplace data in one ongoing workflow.

02

Digital Product Passports (DPP)

Product, material and compliance data can be consolidated into digital product passports and made available as structured product information.

03

Serial numbers, QR codes & product identity

Individual products or production units can be uniquely identified by serial numbers and QR codes and linked to product, production, Digital Product Passport and compliance records.

04

Production integration

Production and enterprise systems can connect through the EPRORA Production Connector to product, serial-number, packaging and compliance workflows.

EPRORA can therefore connect the path from a manufactured unit through serial number, QR-based product identity and Digital Product Passport to packaging and market compliance in one system.

Reuse existing records; avoid duplicate registration

Official LUCID registration is free. Existing records should be reused. Developing Thailand EPR policy does not replace German requirements. DPP is an optional service with category-specific EU obligations.

Frequently asked questions

Do all Thai businesses need LUCID?

Not automatically. Determine the liable producer under the actual German destination-market supply chain and the packaging placed on that market.

Does official LUCID registration cost money?

No. Official producer registration is free. EPRORA services and any third-party packaging scheme are separately charged.

Can small Etsy, Shopify or Amazon sellers have German EPR duties?

Yes, depending on producer status and whether packaged goods are directly shipped to German end users. Business size alone does not remove the obligation.

Is Digital Product Passport mandatory as an EPR add-on?

No. It is a separate optional service. Quantity zero must be selectable in Selfcheck; legal requirements depend on the relevant EU product category.

Packaging representation for your EU sales markets

Use the self-check to record the EU countries you sell to. Then explicitly choose each supported country for which you wish to appoint EPRORA. Selecting a sales destination does not itself grant a mandate.

A separate mandate and annual subscription for each country

Each newly appointed country has its own applicable annual subscription and one-time mandate setup fee. Regular annual renewal does not repeat the setup fee. The self-check shows the country-by-country charges, first-year total and subsequent annual fees. Applicable VAT and third-party costs are itemised separately.

A country rules and monitoring package does not replace representation or the annual subscription for another country. Additional services are shown separately from the mandate.

Country-specific mandate documents

Each appointed country has its own mandate documents. Review the details, complete any blank fields and sign the relevant documents. Generating a document or making a payment alone does not activate the mandate.

A German LUCID registration or a German mandate does not replace a separate appointment for other sales markets. Existing registrations and packaging scheme agreements are taken into account when processing your appointment.
