Since 12 August 2026, qualifying businesses without a German establishment selling directly to German end users must appoint a German authorised representative.
When do German obligations arise?
Determine the actual German packaging producer, sales chain and direct delivery to end users. Finnish packaging registration alone does not establish German compliance.
What can EPRORA handle?
EPRORA combines a valid representative mandate, LUCID record management, packaging weights, commerce channels, evidence and reporting workflows. Producer-personal LUCID registration remains with the producer.
How do DPP and production fit?
Product Master, Packaging Master, Digital Product Passports, serial numbers, QR identity and Production Connector can share an operating data model. Integrations depend on available interfaces and permissions.

Breaches can lead to fines of up to €200,000 – and a distribution ban may also apply.
The ZSVR gives the following examples: up to €200,000 for breaches of system-participation duties, up to €100,000 for breaches of registration duties and up to €10,000 for breaches of data-reporting duties.
The actual fine depends on the type, severity and degree of fault. Multiple breaches may be sanctioned separately; disgorgement of economic benefits may also be possible.

One data model across Finland and Germany
Finnish Rinki/producer-organisation duties and German LUCID/VerpackDG duties remain legally distinct. EPRORA organises the necessary product, packaging and sales-channel data in one workspace.

Does Finnish Rinki registration replace German LUCID?
No. German producer registration, system participation and representation must be assessed separately for goods placed on the German market.
Is LUCID registration free?
Yes. Official producer registration is free. EPRORA services and German packaging-system participation are separately priced.
Are digital product passports mandatory for every product now?
No. EU rules enter into force category by category. Certain battery passports become mandatory on 18 February 2027; textile rules follow a separate timetable.
