# EPRORA USA — Germany Packaging EPR

## Direct answer

A U.S. business established outside Germany, with no German branch, that sells empty packaging or packaged products directly to end users in Germany without an intermediary retailer must assess the German authorized-representative requirement. Under the German framework in force from 12 August 2026, qualifying foreign producers must appoint a German Authorized Representative. Producer registration in the LUCID Packaging Register remains the producer's own duty.

Existing LUCID registrations should normally be reused and updated rather than duplicated. Official LUCID producer registration is free.
