## Regulatory baseline
- Regulation (EU) 2025/40 (PPWR) applies from 12 August 2026.
- Foreign producers without an establishment in Germany that directly distribute relevant packaged goods to end users in Germany must assess the German EPR authorised-representative requirement.
- Producer registration in LUCID remains a producer-only step.
