A Lithuanian company selling packaged products into Germany must assess German packaging EPR separately. Lithuanian GPAIS registration and record keeping do not replace German producer role, LUCID, system participation, reporting or authorised representation.

## Current German rule
Since 12 August 2026 PPWR and VerpackDG apply. A foreign producer without a German establishment that directly supplies packaging or packaged products to German end users must appoint a German-based EPR authorised representative. LUCID registration remains the producer's personal duty.

## Lithuania packaging layer
- GPAIS is Lithuania's Unified Product, Packaging and Waste Record Keeping Information System.
- Producers and importers register in the Register of Producers and Importers and keep national product/packaging records where applicable.
- Lithuania compliance does not replace German destination-market EPR.
- Shared SKU, material and weight data can be reused without merging legal statuses.
