L’IDU français, SYDEREP et l’adhésion à un éco-organisme français ne remplacent pas la REP emballages allemande. Une entreprise française qui vend des produits emballés directement aux utilisateurs finaux en Allemagne doit évaluer séparément son rôle de producteur, LUCID, la participation au système, les déclarations de données et la règle allemande de mandataire.

Depuis le 12 août 2026, le PPWR constitue le cadre européen et l’Allemagne exécute le processus via le VerpackDG et la ZSVR/LUCID. L’ancien VerpackG a été remplacé pour le cadre actuel.

Un numéro LUCID existant doit être réutilisé et mis à jour pour la même personne morale. L’inscription officielle du producteur dans LUCID est gratuite.

L’ADEME décrit l’IDU comme la preuve d’enregistrement dans une filière REP française. L’IDU reste donc un justificatif français, pas un identifiant producteur allemand.

- enregistrement : jusqu’à 100 000 €
- déclarations de données : jusqu’à 10 000 €
- interdiction de distribution possible
- plusieurs manquements peuvent être sanctionnés séparément
